Well neither of them would take many Jews for refugees. They had a limit on their immigration programs and due to widespread antisemetic feelings in both of those countries they didn’t even meet the quota of immigrants from Germany that they COULD take. So that leaves the rest of Europe right? Well unknown to them the rest of Europe would be conquered by Nazi Germany, so that did not save them. Many Jewish families did move to countries like the Netherlands or Hungry prior to the outbreak of WWII. 3. Nazi race laws and policies of discrimination reflected that they believed that the Jewish community had “stolen” from the German people. To emigrate legally from Germany prior to the outbreak of WWII it was law that the German government took literally all your belongings. All your money, all your savings and investments, all your property, all your art works (if you were a collector)… If you left you would have to start again with nothing. There were alternatives. Without hindsight it seemed that prior to the outbreak of war then joining the army offered some protection. Many did that (later they were expelled from the army… now called the Wehrmacht.)

4. Germany was a civilized western country. The idea that fellow Germans would perpetrate a planned genocide on an industrial Europe wide scale was unimaginable. Germany was politically unstable. Many Germans who the Nazis considered Jewish believed that all they had to do was wait a few years, and the Nazis would fall from power. This was not an unreasonable belief to hold in post WWI Germany. They thought that once the Nazis were out of power then all of the Nuremberg laws would be revoked. 6. After Kristallnacht, on November 9-10 1938, it actually became more difficult, if not impossible, to legally emigrate from Germany if you were Jewish.
